SFPD isn't useless, they're just smart enough to know when to pick their battles. You want them to clamp down like crazy on a huge, spontaneous crowd because of a few bad apples? Go live in Oakland then - where nobody trusts the police for shit and they actively fight them because they've got a history of police-brutality, and where things are often more dangerous there because instead of a few people setting a bus on fire, you've got psuedo-guerrilla warfare in the streets.
