Back in the days of Squaresoft, they used to call them "Perfect Works". Pretty much everyone makes artbooks. Some are obviously more extensive than others. Capcom books can be just as extensive as Square ones and select ones are pretty readily available over here (all the Udon stuff). I just bought a Peace Walker (Konami) and a 999 (Aksys) book and they're both glorious. But Toby and Higgins, you're both probably wrong by assuming he's talking about TMNT: Turtles in Time (1992) for the SNES, since he specifically said NES.
What he's probably talking about is either TMNT II: The Arcade Game (1990) or TMNT III: The Manhattan Project (1992).
